They do really good animation when the story calls for it, like the city lights opening and the rest of the episode with the constant shading effect.

Bears episodes have a few nostalgic things in them mixed in with the modern technology stuff.
Both arts were bound to reflect that, this episode just had more than usual for effect like the opening credits and background music. It was also a parody I guess.
