When asked at SDCC, "Have we seen Lotor yet?" the response was, "That's a spoiler!" which leads me to believe that we have seen him but don't know it. I'm on the, "He and Keith are one and the same" train. After all, the creators are definitely big on rectifying the shortcomings of the original series, and his character type--suave evil dude obsessed with the chick and making her a damsel in distress--is something that would not fly with the crowd that they're shooting for unless they completely reworked his character. In GoLion he may have had more depth, but in Voltron he was defined by his rivalry with Keith and his obsession with Allura. Making him and Keith one and the same would be a nice plot twist and a way around this. But honestly making him gay or a woman and obsessed with stealing away one of the male characters would also be a good workaround that I'm only opposed to by virtue of Keith being Zarkon's son being such a fun potential plotline.
