Many pistols actually have a de-cocking lever on the side. It releases the hammer without setting off the round; so it can be pulled back again. But I assume this is just to switch between the DA/SA trigger weights.

You can't rack the slide again though, that just imitates firing the gun thus ejecting chamber and allowing the magazine to put a new one in. If you removed this feature, you might be asking for failure to eject or jams that can't be quickly fixed!

The reasoning for this is that back in the day, people often wouldn't put anything in the first round for fear of accidentally discharging the gun. Hence, they'd have to rack it once before using it.
