Exactly what he said. Banner is constantly right on the edge of Hulking out. It's why he's so twitchy and stressed out all the time. He's done some training to keep himself right at that level (see: The Incredible Hulk) so when he needs to Hulk out, all he has to do is let himself go. It isn't perfect, though, hence the Helicarrier fight.
