Punisher is killing bad guys and she can't find a "pattern" to where he'll go next. Probably because she'd rather profile a serial killer or a racist. If you watch the original Death Wish, you can see the same issue faced by the NYPD. Punisher has had several films, he's a popular and viable character for live action. The definition of a spin off is a character that needs another show to have their own.
