From rebirth? Deathstroke is the stand out title. I like Batman too, King is great, I enjoyed Omega Men and Martian Manhunter among others from DCYou. I mostly prefer the late 80s and early 90s DC+ Vertigo as a whole, stuff like Hawkworld, Suicide Squad, Vigilante, Swampt Thing, Animal man, Doom Patrol Baron/Klley Deadman, and then there's Vertigo like Shade The Changing man, Enigma, Daytripper, It's a Bird.

I would guess that it's this one. Just the way other creators have been talking about Rebirth it seems like what the editorial expectations of each book are have been laid out a while ago. Most of this is from Priest (which is mostly why I trust it because I don't think he would bs this much even if he's playing nice with DC) but other creators have mentioned a similar process, Johns generally went to each creative team and the editor for the books and helped them plot out what themes they would tackle, what order they should happen in, whatever the company is mandating for the book, etc. There shouldn't really be any last minute surprises to have someone leave the book. Has to be personal.
