He's covering his face for a reason, right? He doesn't look like Warren from the parts of his face we see, he looks much younger and with a stronger jaw. And other then the Warren clones, we don't see any other clones - he's only able to "clone" people who died.

On top of that, he wears red, and wasn't the Jackal's colors green?

It seems more and more likely that this isn't Warren, but Parker Robbins - the Hood, who both wears red and has (or had) the ability to resurrect the dead.
