Carol feels like if she doesn't milk Ullyses for all he's worth, she's squandering Rhodey's sacrifie
and Tony (who early in this run explained he basically has his own future vision via supermath) started confronting Carol about the things she would do wrong before she had done them (re: hitler youth squad in Ms Marvel, the woman with the briefcase, and the possibility of Ulleses being fooled by slanted data) which just spurred Carol to go further

to put it differently, this whole 'war' is about how Carol's police state is an inevitable conclusion, but for now they are saving lots of lives, and both sides refuse to compromise to prevent the worst case scenario

I feel like CW 2 could be done better if we had an issue or two of both sides sitting down and trying to talk stuff out, leaving the table with an uneasy peace of how best to use him, then a vision from Ulysses shows them fighting and the whole Miles-Cap scene and then the rest of the heroes try to stop the fight while also stopping Miles-Cap from happening.

But instead we get pig-headed Tony feeling the need to flex his big brain to prove he's right, and Carol has a poll up her ass to try and stand on moral high ground of saving lives is worth sacrificing some civil liberties.

But free will is a thing, and they should know that not every premonition is gonna come true after all their dealings with time travel and alternate realities and shit.
