Frank is a weapons expert, fighting a hand to hand expert. People underestimate Fisk, thinking he's a pushover, when he's a guy who used to fight Captain America one on one barehanded.

Fisk is actually a peak level human in terms of strength, and he is a very good fighter. His muscles aren't showy at all, but you probably aren't smart if you're engaging him up close.

Frank lost when he made it close range fight, instead of having more guns.

The weird thing about this cover is that the Kingpin is off to the side. If I didn't know any better I would think that Hobgoblin is the main character, since he's front and center looking straight at the reader.
