It works because her main comic is good. They've pretty much given up trying to force Captain Marvel as something anyone should look up to, or care about as more than what comic fans already know about her: that she's the superpowered flying chick who goes fascist at the drop of a hat.

Kamala has much more potential than that, so they're working to make her into a character with enough recognition to stand among other Marvel headliners.
