Even if he managed to have killed Korra, he would never be able to hold the City for more than a few days, before Earth Kingdom, Fire nation and Water Tribes rape his small army. I'm not even mentioning the local revoltals from the Republic City and the possible fragmentation of his army, once things start to go to shit.
