Both. Kalibak is an idiot, but Darkseid is just doing the dad thing by comparing his son to other men, even though Kalibak is the son of his favorite wife, and turned out pretty much exactly how someone growing up under Darkseid would turn out.

If he hated Tigra so much, he should have sent Kalibak instead. Then he might have turned out half-way competent with Highfather, and Orion could be the idiot jobber that Darkseid can regularly berate and torment.

Kalibak is the son Darkseid deserves.
