Their excuse was going to be that it was a younger Popeye, before he hardened up, but you're right, even if the ark in his movie was going to be about him getting tougher, I doubt they'd give him a Tattoo, and Pipe at the end.

Although, putting Genndy Tartakovsky to make an action packed child friendly movie makes sense. He already proved that he could make fight decent scenes that wouldn't upset the censors with Samurai Jack.
