He was similar to Cell, but he was a fuck ton more powerful, even relative to the main cast. Like, Buu could magic people into inanimate objects and shit. But while Cell was intelligent and egotistical, Buu was nearly an animal. You couldn't really predict or control him. There were lots of points where Buu easily could have just instantly kill everyone, but either didn't think to or didn't have reason to. It was more about just keeping him distracted/placated while they figured out something to do.

Also, while Cell had the better voice and personality, Buu was a much better design and concept. Cell, and the androids in general, are easily the stupidest fucking thing in Dragon Ball.

Again hearkening back to when I was a kid even then I felt that after Frieza the series just never really felt like it escalated. Frieza was the last time you really felt the leap in power between this villain and the last. There was so much buildup and atmosphere around him.

Every villain afterwards, besides having a gimmick like regeneration, pretty much just did exactly the same stuff as Frieza, only they were able to punch up the current level of heroes. 's why the series felt like it stagnated.
