the reason they used jazz is because
EEnE is basically structured like a classic tom and jerry episode
One character does one thing which leads to tons of gags from the reaction. if you try and score that with anything other than jazz or ACME orchestra hits you'll get a weird mix in feeling
it's not surprise danny probably loves those old slapstick cartoons, hence the moving outlines in their characters

Yeah, man. That makes a lot of sense. Ed Edd n Eddy has a lot of music that goes with the actions of the characters, and even certain themes for some of them.
