I'd say anime in general, without having anyone in particular in mind, since they really love having a ton of limited reality warpers and conceptual beings. There is certainly someone whose power is literally "being faster than anyone".
Also I think I read about this character whose power was that when he starts running other people are unable to catch up to him

Max power Flash has no top speed. He's the fastest thing imaginable.
The only thing that can be faster than him are things with some sort of reality or causality manipulation to specifically be faster than something else, but those are situational.

Also the fact that OP just said "the fastest thing" instead of the "fastest speedster" opens the door to all kinds of characters that aren't technically speedsters, but have powers that could make them faster than them. Just to make a couple of examples:

Though by no means the fastest, if we were considering a superpower race, the green baby from JoJo part 6 is worth mentioning. His power is basically zeno's paradox, as a threat approaches him it halves in size for each half of the distance it traverses, until it vanishes from existence upon arriving at the green baby. Or yknow, dying from insects or a getting caught by the wind before that.

Though green baby would only win a race if he had a headstart, or was being chased.

I'm pretty sure they were using the hyperspace. The cosmos is a pretty usefull BS thing, but all visual representations look like hyperspace instead of really moving on normal space.
