Kryptonians are actually fundamentally different on Earth-Two.

On Earth-Two, Superman in his early 20's still could not fly and struggled to lift a car. It's not until he's much older that he has the full Superman level powers and even then he's significantly less powerful despite being older. Though this may or may not have been introduced to the New 52 by Morrison, Superman was pretty quickly back to his usual power levels.

So it stands to reason that there could be other developmental differences.
