The userbase wanted the board so that they could post lewd art along with having discussions of adult comics and animation without having to worry about censoring it.
The mods promptly sabotaged it by forcing Western fetish material off of /d/ over the weeks following its creation and by excluding artwork of certain characters from the start. Most likely because they didn't want that board to exist in the first place and were resentful that Hiro actually reacted to popular request.
