why doesn't he work with the police commissioner like batman does? wouldn't that make things a lot easier?

Yeah, it would be bad for all parties involved

What do you mean?
He cooperates with the police all the time.
I mean he is ready to help out anywhere in any city so it isn't like he is gonna stick around in just Metropolis.
He's more of a firefighter than a cop. He saves people from natural disasters or threats they can't handle on their own, not hunt down criminals on the streets

He doesn't want to deal with people asking him to rape supervillains every day.
He has a tendency to get brainwashed and attack those closest to him. If i were mortal I'd keep my distance when working with him...

Batman is going to brutally execute Commissioner Gordon for his corruption in an upcoming story arc entitled Bat Lives Matter

He can hear shit from across the planet.
He doesn't need someone to signal him, they can just yell for him.

He has better relationships with the Metropolis PD and the Science Police than likely any other DC super (given that the Central City department isn't aware Barry works for them).
You need to read more comics - there's plenty of history with him and Maggie Sawyer, for example, and with others.

>wouldn't that make things a lot easier?
No. Traditional crime has been more or less eradicated in Metropolis. Thanks to Lex Luthor
