I mean he is ready to help out anywhere in any city so it isn't like he is gonna stick around in just Metropolis.

He's more of a firefighter than a cop. He saves people from natural disasters or threats they can't handle on their own, not hunt down criminals on the streets

You need to read more comics - there's plenty of history with him and Maggie Sawyer, for example, and with others.
