Yes - Axe/Hammer Mjolnir was a tech construct, while Hammer-Mjolnir was magical and tied to Odin and The World Tree.
That was Hickman's retcon, anyway.

It's actually explained in Ultimates 3 why Thor acts differently and why the hammer is the way it is. Thor says he no longer feels the need to pretend to be a hippie and you see the battle axe Mjolnir in his armory. People like to bitch and moan about it regardless.

Apparently Marvel wanted Loeb to shake things up. So he did. Killing half the heroes and villains in a universe where death is permanent outside a few times it was cheated.
The thing about Ultimatum is that it was supposed to just be a crossover between Ultimates and X-Men or UXM and UFF, doesn't really matter either way. Then Bendis got the idea to make it bigger, Mark Millar helped flesh it out with editorial, and then Loeb had to write it. Should it have been better? Absolutely, but Loeb isn't the only person in the blame here. As far as I'm concerned it's equally Millar, Bendis, Mark Paniccia, Ralph Macchio, Lauren Sankovitch, and Lauren Henry's fault.

Civil War was big at the time, and Marvel editorial was more focused on the mainstream books than the Ultimate line.
Cracks had been appearing for years, this was just the thing that broke the floodgates. Ultimates never recovered.
