Call it Gotham City Sirens, borrow elements from movies like Adventures in Babysitting in that Harley and Ivy escape Arkham for a night out on the town. Have them cross the mob in some fashion where they end up stealing something the mob desperately wants back sending hired villians after them. Bring in Black Canary as a new hero trying to make a name for herself in gotham try to bring em back to arkham, have Katanna sent by waller to bring back Harley, and have The Huntress come in to take whatever Harley and Ivy stole so she can use it against the Mob. At the end of the movie Black Canary, Huntress and Katanna ar contacted by Oracle to have them work for her as the Birds of Prey.
