It's a joke traced and edited from El Pinguino, an adult humor magazine from the 60's, a practice very common on Condorito's magazine from the mid 90's to mid 2000's.

That Condorito is from the late 90's.

Pepo was still alive and his policy about Yayita not being allowed to show too much skin was still on full effect. That's why filler characters like Maca and Potoca were added in to show skin instead, after Pepo died and the character's rights were sold to Televisa Yayita went full lewd and nude as well.
