Before the catastrophe, military police is everywhere and the army was the one who continued to perform experiments leading to the destruction of Neo Tokyo even though their first experiments destroyed Tokyo 30 years before.
Kaneda saw the army take Tetsuo and what happened.
And even if it's not the Japanese army who came to help but an international force, they are still seen as an authoritarian force who's goal is to control the area and its population using humanitarian aid as a pretense. Hence the "why so many tanks if you're here to help?".

The core of the story was always about escaping the role that life had given you, whether it was poverty, weakness, being a follower rather than a leader, or a subjugated citizen a militarized state. The ending makes sense in that context. It's about freedom and choosing your own fate. Though, Kaneda is still a teenager, so he isn't exactly going to be subtle or eloquent about it.

eh, it's longer and grander in scope, but I don't really feel like the movie missed out on anything important.
I mean sure it's fun to see Joker and Kiyoko tear it up, and the whole Great Akira Empire stuff was post-apoc goodness, but none of that added anything to the themes? And by the time you've seen Tetsuo turn into a fetus monster twice, and the city laid to waste by a spherical explosion four times, and they start the laser spam, it's just exhausting and repetitive.

Well, what do you think it brought to the table that the movie didn't deliver? I was hoping it would add some deeper meaning to the gorgeous imagery, but instead it's just the same empty "humanity evolves and these are the higher step we can't even understand them they're gonna fuck off now" stuff. It's a whole lotta action, and you're absolutely right that it's crafted perfectly, it flows like butter and I'm devouring the pages.
But it all means so little, ultimately? I'll say it again, it feels exhausting. People empty round after round, and nobody important gets hit. They spray bullets, duck around corners, run up and down stairs, buildings crash, giant infant monsters shoot out tendrils, that laser comes down through the clouds, it hardly lets up. Though I did enjoy the double-page spreads the most, spent a good deal of time lingering on each.
But I suppose what I look for in action (in any medium) is something that makes me go "WHOA that was sick, rewind that shit I gotta see that again!" and there's honestly very little of that in Akira. The run-n-gun action comprises most of the piece, and it doesn't feel terribly original. the scenes of destruction and crazy imagery are great, but then lose their impact when they get repeated a few chapters later.
Going back to my original point, comparing this to the film, the latter seems like it has all the most important parts - storywise, but also imagery and action-wise. The manga doesn't lag behind in the spectacle, and provides more of everything the movie has, so I guess if you liked the movie but wanted to see just MORE of it but executed equally as well in a print medium, then the manga is what you want.
I don't mean to sound like I'm shitting on it, or dismissing its craft. I just feel like, with the exception of those last half-dozen pages, I wasn't missing out on anything by only having seen the film all these years.

yeah, but it's all at critical moments, not the regular stuff. The bad guys have stormtrooper accuracy, which is fine, but only becomes more and more apparent the longer the piece goes on.
And then when people do get hurt, they have to be brought to some place, which also feels slightly repetitive? There's a lot of "I have to get X to X!" in this manga, a lot of shuffling the pieces around the board and putting them into new pairs (which is cool!) so that they can run around and shoot guns and leap over rubble in different-but-visually-identical settings.

The honest answer is that there's really nothing else like Akira, but these might do it for you with the epic scope, crazy imagery, well-executed action, tense drama, and overall tone.
Though I would say there are plenty of wonderful manga in different genres that make it hard to compare to Akira, like Strongest Man Kurosawa, Slam Dunk, GTO, or Yotsubato.
On a personal level, I enjoyed things like Trigun, Hellsing, Doubutsu no Kuni, and Lucifer & Biscuit Hammer more than I did Akira, but that's just me. I can't say they're objectively on the same level, artistically.

It's hard to compare something that's incomplete, imo. Without that ending, I can't see the whole series as a complete package. Berserk and Vagabond are excellent, but I have the same issue. You can't go into them expecting resolution.

It looks dull as hell compared to both the manga and animated adaption.
The problem is that Akira populated some of the most used visual action and sci fi tropes used in Hollywood movies today, and many big blockbusters have directly been inspired from specific iconic scenes from the anime, as this was the first time this kind of stuff was seen in motion with a high budget.
