It blows my mind when I hear people say producers don't control or effect directors.
They hold all the cash, at any point they can tell the director "fuck you I'm putting this in" and they only have two options, work with what was given or quit.
No matter who is on board this is a risk and hell a director walking no matter how powerful puts a mark against them because no studio is going to pour out millions to get a director that is going to walk if they don't get there way 100%

Well not really, you see this image? Everything in it made it into non-mirage material and very little of it (if at all) was in the FW cartoon. And considering how TMNT did just fine without Bebop and Rocksteady for almost two decades and the fact that simply using them isn't a marketable move, I would not be surprised if they eventually faded away again.

Basically this. The problem wasn't that they threw in a bunch of stuff from the 87 Turtles, the problem was that it was a really bad movie that was counting heavily on nostalgia alone to put asses in seats. Rather than fix any of the problems from the first one, they just doubled down, made it wackier, and threw in Krang and the Technodrome for basically no reason (Bebop and Rocksteady were at least just henchmen and their existence alone wasn't really a huge part of the story). Shredder may as well not even be in the movie for how little he mattered.

I feel bad for Brian Tee, he was pretty enthusiastic about the role and he ended up being a glorified extra whose most important scene is having Brad Garrett breathlessly sum up the plot for him so he can respond with "yeah okay"
