Hard to say if she created the others, but she clearly could fashion imitations of family and friends to ensnare her latest victim. In most cases, she likely makes them play to the victim's sensitivities (Other Wybie being a QUIET friend who Coraline can have fun with but not have to listen to, Other Father being entertaining instead of a fucking long necked bore, etc.), thing is, they become attached and are willing to help her.

It's possible if Coraline had seen the old ladies and the blue dude a few more times, they might have become endeared to her like OW and OF.
