With Garth Ennis, you have it from both sides:

Captain Cold didn't "graduate top of his class at Sonic Academy." Captain Cold is an ugly high school dropout who needs to hire prostitutes, and who lives hand to mouth along with the other Rogues. Barry Allen is chronically late and spent most of his life as a friendless nerd.

And there are plenty of consequences for Cold's actions. He doesn't even want to be a criminal but lacks the self-control to stay out. Everything else on that list, like bringing up the fact that he has a dysfunctional backstory like almost every fictional character, convinces me that you don't know what a Mary Sue is.
