Cheetah is a mirror image of Diana in the same way Luthor mirrors Superman. Wonder Woman is portrayed as the ideal woman, while Cheetah is all about cruelty and avarice. Wonder Woman is allied with the gods and in balance with magic, while Cheetah is put upon by a god and misuses magic. Wonder Woman is a representative of civilization, while Cheetah is representative of the primitive. Wonder Woman is a god who is a paragon of humanity, while Cheetah is a human who represents all the worst of us. Plus Cheetah hates Diana personally- she doesn't want to use her in some scheme, or hate her race like Circe. It's a personal grudge.

Ares and Circe are like Diana's Zod or Brainiac. They're powerful enemies, but they aren't nemeses.
