That would be great and make a lot of sense, but Legion plans are supposed to start playing out sometime next year while Rebirth it supposed to ramp up in like two years. Even if that happens I don't think it explains why they'd be excluded from cameos and all right now.
I think it probably just has to do with not wanting to complicate things until they are established again. It'll probably be Retroboot style but I'm hoping they include some things from the Reboot team at least (not too married to Threeboot though). The Superman stuff being so convoluted is an issue of course, they probably need to have been friends with Superbro but maybe they will give them Superdad instead somehow.
All we know for sure is Saturn Girl is in Metropolis waiting for Superman.
Word is that Jimenez wanted to use something Legion related in Superwoman but got told no which should imply planning.
I think Super Sons getting delayed might have something to do with it (among other dumb theories) but that's crackpot w/ no basis in fact.

I mean, that's fair, especially with the series' history with fucked continuity. I highly doubt the Superman stuff will be an issue though, since even since before Zero Hour, the standard fallback has been to have Mon-El be the legendary figure who colonized space.
As for the setting, the best option would probably be to do a mix and match thing, with elements from all iterations. While I didn't care for Threeboot, it had some interesting ideas that deserve to be explored more(Imra being mute, Tinya being in constant dimensional flux, Nura existing in people's minds, Gim being from a race of giants, etc).

There were nice ideas/twists on the characters there (Colossal Boy being from a race of giants that shrinks or Shrinking Violet being called Atom Girl and being treated as an urban legend) but it went down hill very fast, at least by the point Supergirl was added.

Original Legion runs in Adventure Comics until #380 where it becomes a back up for Action Comics (377-392), then a back up for Superboy (#172) before that title becomes Superboy starring the Legion of Super-Heroes with #197, then Superboy gets dropped in #259.
Once the new LoSH series comes in 1984 you can just go with that and then Legionnaires as normal.
I'd also say that plenty of the pre-Shooter LoSH stuff is worth reading. There's Silver Age wackiness but it being so far in the future means that some seriousness and change does occur and there's some stories that are well worth reading (the Dynamo-Boy story, for instance, is pretty fucking dark for a Silver Age comic).

I get that those were both of their companies' biggiest books at the time and all but I've read Wolfman's NTT and I've never been overly impressed with it. It's not bad or anything but it's horribly overrated compared to what Claremont was doing on the X-Men at the same time.

Seriously though, I think /co/ falls for memes spouted by lazy online reviewers too much (i.e. NINETIES BAD and the like) and the idea of the Legion being confusing puts a lot of people off despite being overflowing with waifus and husbandos. That and I can see how the idea of having so many character to deal with can feel overwhelming though. Personally I love it and the idea of it, when I first found out about it and back when Chris Sims would do shit like review old LoSH stories made me fall in love with the concept and then going and picking up some old Showcase Presents volumes (being cheaper than the Archives) hooked me.
Like I said in another post, it's very much DC's X-Men with the large group of characters that makes it very easy to find someone to like, the ambitious sci-fi space opera storytelling, the soap opera character dynamics, etc. Whenever the Legion does come back I really hope they just shy away from modern comics. It can be dramatic and serious but I'd really like to see a wholesale embrace of the positive vision of the future too.

Fun little fact: Wolverine wore Fang's costume in that story, of course, but when X-23 joined the X-Men during Claremont's third run in the mid-2000s (ReLoad event I think?) she wore the Fang costume as well.

One of Imra's defining characteristics is that she's pragmatic, and despite being a good person, will do some pretty questionable things to save the day. One minute she's all kind and compassionate, the next she's mind controlling entire crowds of people into falling asleep to protect them. Goddamn, I love her.
