Heart of Darkness' costume colors is a reference to DKR Batman's black-and-grey costume, calling him Claude instead of RM is a reference to Batman and Superman referring to each other by their first names in DKR, and not quitting is kinda like DKR Batman and Rorschach, I guess.

Radioactive Boy and Glowy are Superboy and Krypto, but here they're alternate universe versions (comparable with Superboy from Earth-Prime) because Claude never got his powers when he was a kid.

Radioactive Ape I guess references Gorilla City in DC Comics.

DKR-inspired layout again.

G. Gordon Gadfly is a reference to G. Gordon Godfrey (and that name is a reference to G. Gordon Liddy who was part of the Watergate scandal), a disguise that Glorious Godfrey uses in the 1986 comic Legends, best known as the event comic where the Ostrander-era Suicide Squad made their debut.

Gadfly's request for repealing the 22nd amendment is also a Watchmen reference to that amendment being repealed in that universe, allowing Nixon to win past two terms.

Doc Broome's Transspatial Stairclimber is a reference to the Cosmic Treadmill from Flash comics created by John Broome. I guess Radioactive Man's decision to keep the whole thing quiet is also a reference to how the Marvel heroes decided to keep Secret Wars a secret?

Aside from the parodies of Daredevil, Spider-Man and Flash, 10 year old Claude looks like Richie Rich (and obviously to hammer the point home further he's reading a Richie Rich comic).

Between young Claude reading a Richie Rich comic (Richie didn't get his own comic until 1960) and adult Claude owning a cell phone, it's probably a DC reboot-type of thing. Or Claude's just making shit up as he went along.

The two shadowy figures are based on Sam and Twitch from Spawn, who themselves might've been based on the two characters DeWitt and Twitch from the Chaykin/Helfer-era Shadow.

The box is Fawcett Publishing, which we all know was the publisher of Captain Marvel comics during the Golden Age. It's also a foreshadowing of what's going to come up in this story, too, along with the worm.

Also note the comic under the box is Flash Comics. People might think it's the DC version, but Flash Comics was the initial title Fawcett wanted to use for Captain Marvel's debut. Problem was that DC beat them to the punch and so Fawcett went with Whiz Comics.

Back then, comic companies would create ashcan comics as a way of securing the copyright and trademark to a title. This was Whiz Comics' ashcan for Flash Comics, which got submitted too late to be validated. Fans didn't know about this ashcan till 1983 and allegedly there are only 8 copies in known existence.

And this cover will also get referenced later in the story.

The streaks were a thing in a lot of Image comics and part of it was inspired by manga. Liefeld himself said he was inspired by a lot of anime and manga during the 80's and early 90's.

Also, "McFar Lanes" is obviously another reference to Todd McFarlane.

Here we get not just a parody of the 90's but also a generalized parody of heroes getting replaced by more 90's-esque styles (Batman with Azrael, Superman with the four Supermen, Spider-Man with Scarlet Spider, etc) A lot of those characters became better characters in their own right though.

"Y'see, I'm your clone!" is likely a reference to the Spider-Clone story going on at this time. But the difference is Scarlet Spider wasn't the antagonistic one.

Heart of Darkness changed his name back to Bleeding Heart, but probably because they could make the Bloody Heart joke, since a lot of titles in the 90's had "Blood" in them (Liefeld's Youngblood, Bloodstrike, Bloodpool; Valiant's Bloodshot, Lightning's Bloodfire, etc etc)

Also, Bleeding Heart starting up a Hero-Owned Superteam is a reference to the formation of Image.

The DOOM DOOM DOOM sounds could be analogous to McFarlane's Spider-Man: Torment (where DOOM DOOM DOOM was used a lot to signify heartbeats and drums IIRC) or Doomsday, whose sound effects usually had doom in them.

They probably might've gotten inspired by Walt Simonson's Thor which used a similar sound effect.
