It's occasionally fun to see the obvious shoutout, like Batman's TDKR pose in BvS, or Tony and Cap getting that slow motion cover reference in Civil War. Whole movie shouldn't be trying to build up to it though.
yes, if they're adapting most of a particular storyline, or if it's a pivotal moment in a character's plot

It was pretty interesting how Del Toro chose to shot some of the final scenes in Hellboy, after he kills the tentacled monster. His brow casts a shadow over his eyes and he looks more like Mike Mignola's drawing of Hellboy, who had no pupils.

Paneling and storyboarding have completely different goals.You may use as a basis, but it you use it as a guide you are doing it wrong.
The Punisher 2004 movie took the welding scene straight from the comics. It worked in the comics, it was laughable on the big screen.

Sad but true.
It can be neat to see someone utilize iconic imagery from a comic in an interesting way. But using a comic as a storyboard and just mimicking the visuals is incredibly lazy and pointless. Just read the comic if it's the same thing.
But I'm not big on adaptations anyway.

The shot was cool at the beginning of the season,but later when Jay was revealed to be Zoom it really makes me wish they would recreate this with real Jay

Borrowing iconic images from the comic for the purpose of effective storytelling (which is what most of these examples seem to be) is fine. Although shoehorning in iconic images from the comic to cover up for lack of effective storytelling is pure cancer.
Actually trying to essentially film a motion comic might cause problems, since sequential art and film don't work quite the same way, but that depends on the comic.
