Its been stated quite a few times in various media that hes as strong as supes, with most of his abilities plus more including OP shit like telepathy and shape-shifting. He SHOULD be able to beat Superman, but he doesn't, because hes a jobber.

He's never been shown to have the strength or speed that Superman does, nor are his lasers as strong. He also doesn't have his level of supersight and no frost breath. He has invisibility, shape-shifting, and telepathy, yet he never puts them to as good a use as he should. He's just a shitty combatant and no matter how many times someone talks him up he's just not on Superman's level.
