Doomguy loses because his feats are not well established.
Yeah, he runs fast ingame and carries a lot of guns, but that's a really rough way to establish what he can do.
I mean, shit, if we go by only the game, he can't even jump.
Outside the game, Doomguy is a regular human with inhuman will to rip and tear. But, ultimately, he's still human.

All it takes is for Ghost Rider to have defeated some big superhuman asshole for there to be precedence for him to take on Doomguy. And Ghost Rider has.

If Doomguy were extrapolated to his maximum potential shown in the game, that is able to carry tons while running at highway speeds, then he'd win a lot of shit. But that's just an extrapolation.

Doom Guy quite literally has Hell itself scared utterly shitless of him to the point he has become a legend/myth there

and Penance Stare most likely wouldn't work on DG
