Moore, without a doubt.

Miller at his best wrote solid stories that played with their own characters and universes.
Moore at his best writes stories that change the way comics are written, and play with entire genres.

That being said none of them are perfect. Moore's 'Neonomicon' was a turd sandwich, Miller's 'Holy Terror' wasn't even good enough to use for toilet paper.
