If we're not counting movies, pic related is the best cartoon of the decade in my opinion. It's classic Looney Tunes with the experimental nature of Space Dandy, a genius idea since Looney Tunes at its core was experimental. A huge problem with most modern shows Is that they tend to be "Jack of all trades, masters at none". They try to be every genre at once but they fail at a large chunk of it (SU, while not a bad show, is a glaring example of this). This show simply focuses of being a comedy and does it perfectly.

Over the Garden Wall, for obvious reasons, just a solid miniseries all around.

Gravity Falls, despite its dogshit second half, was still a good show regardless.

Star vs is a pretty fun show, and despite its numerous flaws does have a lot of potential going for it.

As I said earlier, SU isn't a bad show. It has a lot of problems, but the things it does well is just enough to make up for it.

Black Dynamite is woefully underrated, it was amazing at satire.

Wafku/GLTAS were solid adventure shows.

Harvey Beaks and The Loud house are decent series as well, and will hopefully be enough for Nick to try and recreate their golden age with new cartoons instead of Dan "get in the van " Schneider sitcoms.

First two seasons of Regular Show are GOAT.

Star VS is pretty decent but I can't stand the switch in animation after a few episodes.

Randy Cunningham was awesome aesthetically, and had some interesting plotlines.

2. Gravity Falls (up until 2B. It's not fair that just one part of the show was quite bad compared to the rest of it. Not fair for the fans or the creators.)

7. Star Vs. the Forces of Evil. Honestly I'm still not too sure what to make of this show. It still seems like they're finding their footing at times but they are running out of time for that.
8. Steven Universe (give it some time and it might drop lower. My enthusiasm for this show is decaying like old milk.)
9. Adventure Time. This'll go back up depending on the finale/movie. They fucked it up halfway through but they've been doing better since.
10. Regular Show. I lost interest during the last quarter and couldn't be bothered to keep up, the relationshit was too much for me to care about, mordecai just kept fucking up. Early seasons were GOAT though. And I'm still sad to see it go, despite my first words about it.

Legend of Korra. The writing may have been bad, but I think a lot of people are too quick to disregard the artistry involved in the show, aka character designs, animation, soundtrack, settings, etc. There are two components to every show: Story and visuals. Both contribute to making a show good. Just because the writing is bad doesn't mean it's a completely awful show - It just pushes it down to mediocre instead. I think LOK's worth in terms of visual accomplishments should still be appreciated.
