When the story started, Deathstroke was in this country to kill Clock King, hired by Clock King's victims.
Dictator-Man had secretly given the victims the money to hire Deathstroke, but couldn't kill him directly because he'd granted him asylum. He was also planning to double-cross Deathstroke after Clock King was dead.
Deathstroke struck a deal with Clock King to save Wintergreen and double-crossed Dictator-Man to stop his massacres.

And then it turns out Dictator-Man was playing all of this out to get Deathstroke wearing this new suit. For nefarious reasons and a mysterious chessmaster on the phone.

Harley is auctualy really good

Especialy if you pretend its not a harley book (which also made her new52 pretty enjoyable but not as good as the new one and it seems like they adjusted the origin to have the joker abandon her for long enough for her to get over him which is a huge improvment.

This is the first Deathstroke I've ever read. Found it confusing for a #1 (I assume it's really a #2 following the Rebirth issue) but it's intriguing anyway. Feels like when I'd read old comics when I was younger - you'd get ahold of some issues in the middle of long runs, and not know completely everything that was going on, but it drew you in anyway.
