That comes later. You gotta have him go full retired to establish him as a civilian first then later have him occasionally come out of retirement for special events.
But a Tim that has retired the mantel and is mainly a civilian, joining the ranks of Gordon, Sawyor, pre-Two Face Dent etc seems like a good unique place to take him to distinguish him from the other Robins but keep him around.

Honestly, no. The overall quality of the writing and the art in comics is so much better now than it was when that book was written.
The idea of Dickbats made for a much better story.
Bruce Wayne will always be Batman, but Tim Drake will still slowly age up.
By setting up Tim's default progression as Batman's presumptive heir, they set him up for irrelevance.

Grant Morrison literally killed Tim when he introduced Damian. In the 90's Tim was the Robin that made all other Robins obsolete. People were literally wondering when Dick is going to be killed off as useless. Now Tim has become the obsolete one. All because of Damian.

Morrison did a lot of work in Black Glove and RIP setting Tim up as the leader for the International Club of Heroes. It would have made for a good direction for Tim's post-Robin career, but between Yost's mini-Bruce and Lobdell's not-a-Robin, he's been rendered redundant.

Dick grew up and became less like Bruce. He didn't want to be Batman, but did so out of obligation and to be a mentor to Damian. His stories are interesting because they're stories that can't be told with Bruce under the mask,

Terry McGuiness was a complete stranger in a different time, taking on a mantle of a former legend. Batman Beyond is interesting because he's a Batman of a completely different era.

Damian was pre-destined to be the next Bruce, only without the nurturing and surrogate family to ground him. The only stories that really explore Damian as Batman are the ones where everything goes wrong, and he's a disgrace to the mantle.

Tim is a mini-Bruce. There's no point in making him Batman.

That's more a problem that Tynion IV skipped a lot of important beats to establish the "old" status quo. Namely two things happened that we never saw:

A.) Stephanie and TIm started to date and it got serious.

B.) Cassandra and Stephanie became good friends. Not BFF's like Harper and Cass are, but they are friends and the friendship is growing.

It's just we're told this all and you're like, "DA FUCK did I miss reading?" And you didn't. It's just Tynion IV just put in all this backstory to make it like the previous universe's.

Also Harper isn't showing up for Cassandra's arc. We only have vague teases of what that arc could be about. Lady Shiva has been teased for it and that's about it. As for Harper... She's showing up in the Victims' arc which will heavily involve Stephanie.

The other thing to note is early on Tynion IV said this cast would be one that rotates. So either Tim survives or doesn't, no matter what he's off the comic after this arc it seems.

Question is will Stephanie be another causality Latest solicitation for November says she's threatening to quit the team. ? Or will Tynion IV really tick us off and take based-Clayface from us?

I forget what it did in the comics cause I haven't read the old Ra's-centric stuff lately. But the League of Assassins were meant to deal with Ra's enemies, while the League of Shadows was his network that feeded his organization information.
