I think it was for like one issue, they planned to kill-off Dick and have him takeover as Nightwng for a bit, but DC backed down, the writer scrambled for a solution and Jason just became Japanese tentacle porn instead.

In terms of intellect and tactics, I vote Arkham Knight. He had a legitamate reason to be as unhinged as he was. He was smart enough to bide his time until the opportune moment (more so than Winnick, Morrison, or Lobdell's Jason). And the Arkham Knight suit offers more protection and gadgetry than the Red Hood. The only one that might give the Arkham Knight a run for his money is the Red X version, but that's only because that thing is tricked out to high heaven.

Why's it a meme? He clearly exists in the Teen Titans universe, he's apparently already dead as they showed his ashes, why wouldn't he come back as a thief? Also he apparently knows who Alfred is. So him being Jason seems like a reasonable guess.

Not really, the only main part that's the same is Jason coming back to life after Batman thought he was dead. Everything else is different as far as I remember. His "death", how he returned, their confrontations

Though I didn't play the Red Hood DLC pack, just the main game.
