it was broadcast in the evening after 8 for most of the 90's and was clearly labeled for an adult audience, and before socal media it was primarily childrens programing that got campaigned against.
one thing to remember is that befor social media it was difficult to have a reaction movment, and the only ones that broke the national seen were ones that got sponsored by existing groups or monied benifactors, and most of those were always afraid of poshing the line too far and being laughed into irrelevance, and for the most part, policing adults was considered ridiculous 25 years ago.

Back then people were more like to physically discipline their kids. And adults generally believed that kids deserved to be put in line when they act up. So the strangling was probably more like "lol Bart that little shit". There was an implication that while Homer was a buffoon, he basically had a right to be angry as the man of the house.
Also. Simpsons was a show about a dysfunctional family and I think the viewers understood that.

When the title is a literal dick joke you already know what you're in for in terms of content so the thing about the animators will stand out.
