I've never gotten why they're so obsessed with avoiding Cyborg's animated appearance. That's how most people these days are familiar with him anyways. The comics were like 30 fucking years ago. There's a successful series going on RIGHT NOW based on that design, even if it is a total joke.

DC doesn't have the rights to Milestone characters unconditionally. Milestone owns all of the rights and they license them out to DC.

Milestone's probably somewhat wary of DC using their stuff.

Back when the Dakotaverse was folded into the mainline DC universe, DC was supposed to support the Milestone stuff and integrate it. But outside of Static being in the Teen Titans (eventually) and a handful of appearances and a 6-issue Xombi miniseries the Milestone characters were pretty much abandoned.

DC made it hard for Dwayne to do his job with editorial bullshit and then fired him from JLA for talking too much with fans on message boards.

Then in the New 52 they royally fucked up Static. The guy who was hired to write it, John Rozum, was a Milestone alum who created the series Kobalt and Xombi for the company and had actually written Static before. But the artist, who never read any of the original Static comics, watched the cartoon OR EVEN EVER WRITTEN A COMIC BEFORE IN HIS LIFE figured he could do a better job of writing Static than Rozum and the editor agreed. So Rozum ended up being a script monkey, not really allowed to do anything but translate the artist's ideas into script format. His only real contributions were making Hardware Static's mentor, giving him an internship at S.T.A.R Labs and naming Virgil's new high school after Dwayne.

And on top of all that, 2/3 of the people who could be credited with Static's creation (Dwayne McDuffie and Robert L. Washington III, who wrote the first chunk of the comics) are dead, so Milestone's probably extra protective because they don't want their legacies tainted.

The actual content is pretty great. The main story's pencils are done by Denys Cowan (one of the founders of Milestone and the artist for Hardware).

The main story's about Static's uncle who just got out of jail after being falsely imprisoned for murder. Ever since Virgil was a kid he believed his uncle was innocent so he wrote letters to try to get his uncle freed. He got the attention of the non-profit law firm of McDuffie, Cowan, Dingle and Davis (named after the founders of Milestone) and eventually they were able to find DNA evidence to prove his innocence.

After he's free, him and Virgil are out for a jog when an ex-con bang baby with the power to create a personal forcefield who made enemies with Virgil's uncle comes and kidnaps him.

Virgil uses advanced math to figure out how to neutralize the force field and saves his uncle, now knows that Virgil is Static. Unfortunately, his uncle dies shortly after due to some undiagnosed heart problems.

We then see Virgil dealing with his uncle's death.

After that we get the short comic drawn by Jean Paul Leon (the first artist to draw the Static books)

He's half man, half machine. Imagine Iron Man but he can't take the suit off and he's not a charismatic billionaire. I don't think it was random, but I do think there was probably some kind of ultimatum along the lines of:
>Look Johns we need a black character on the Justice League, our two most popular characters are John Stewart and Cyborg. Pick one.
If anything I'd think DC editorial would have preferred John Stewart as he was more recognisable amongst the general public as Green Lantern than Hal was (remember how people were accusing them of whitewashing when the film was coming out?), but as Cyborg was slightly more popular as a general character I doubt they minded.

I'm in the camp where comic John is godawful and there's something about him that doesn't click like it did for his DCAU version. If it makes you feel any better, John wasn't even supposed to be in the JL cartoon in earlier drafts. They wanted Hal or Kyle before they were told to diversify the cast more. That's also why Hawkgirl replaced Aquaman to make Diana not the only woman on the starting line-up and why she seems vaguely Latina.

He was a Teen Titan pre-New 52 though, but then he lost his powers so Cyborg told him to fuck off until the New 52.

No not by powers, personality. Not saying AMAZO wouldn't be good for Cyborg, but DAVE is more of villain who considers himself a "man" who thinks of everything and wants to prove he's the worlds greatest criminal mastermind even though he's just an insane AI. DAVEs a strategist, not a powerhouse

I know, but that's all why I think DAVE works best as a Batman villain, as he was created for; he's just low-tier enough (as far as evil AI in superhero worlds go) that he doesn't stretch credibility, but adds a sci-fi flavor to Batman's usual psychodrama. Whereas Cyborg is, for better or worse, associated with the Justice League, and Amazo is one of the most iconic JL villains. Cyborg having a techno-villain with a Pinocchio complex would be cool too, but I think they'd be better off creating an original one, and have Amazo represent his insecurities - a cyborg who hero worships and feels useless compared to his teammates, vs. a total machine who is literally stronger than all his teammates put together.

But it seems depending on the writer his look jumps around from having a decent amount of fleshy bits to being all robot with only his face being human still.
