Action from the 1930s to about the 1970s has not been digitized, so you're going to get paper scans; same thing for Superman. They just started pumping out more of the Golden Age Tec in digital so you can find that, but a lot is still paper scans. So, yeah, they are digital files, but the quality is going to vary - again, some of those first issues will be fiche, or half-way decent to decent/good paper scans, but you'll be able to read them on a phone or tablet.
Batman's a bit better, I've got some links I can toss your way. But yeah, torrents, if you have a decent high speed, is a good way to grab the batch, which may be paper and then you can replace the paper with the digital, where it exists, which is what I did.

Police Comics are no longer copyrighted like the original Fleischer serials. Not sure if it was the same thing, that National forgot to renew it or it wasn't renewed by the publisher or something, because they clearly own the rights to Plas, and his origin.
You can find the Police Comics on a bunch of sites without using a torrent, but again they are paper scans. I doubt DC will ever release them as digital other than maybe a omnibus.
