That's how old Scott Summers was when he started being a superhero.
They say so in dialog all the time, it's canon. It has been for decades.
Angel was sixteen.
Bobby was younger, he's the brat of the group: fourteen, I think.
Beast might be even younger still, I don't know about him but it's canon that he had gotten a football scholarship when Xavier recruited him. The movies say he got into MIT at the age of twelve, the comics say it wasn't MIT but his mutant powers made him the youngest football star player ever at his school. Who knows?

But all that's going to be ignored now because of this retcon-multiverse shit.
