More often than not web cartridges are just used to raise the stakes in fights as spider-man "somehow" runs out of webs at the perfect moment. I think the trade off of losing "it makes him seem smarter" is better than having a plot crutch for why villains get away or Spider-man has a harder time during a certain fight.
