You can't fix the black community, or really any poor community, but in America it's usually specifically black ones that are targeted, because it's too profitable to not have them as an underclass. Easily exploitable people are a must to make money easily and because of slavery and the fallout right up til about the sixties black people were the easiest people to exploit around since it was either completely legal or at least unpunished to fuck around with them. Despite that seeming logical, it's actually pretty much never been true. The communist and anti-revolutionary forces in China continued to try and fuck each other over while still fighting Japan. The Soviet Union was nearly constantly fucking over its own states, that is to say Russia was nearly constantly fucking over the other states in the USSR, even while trying to unite them against the West. It's even been used purposefully. The whole Rwandan thing came about because Belgium colonialism pitted the Tutsi and Hutu against each other for control.

Even on a smaller scale, you can slice up the US a lot of ways and still see seams in supposedly similar enough blocks. Poor people still fuck each other over on race.
