There's no canon. They went so far as having the "top 8" or whatever about a decade back because it was a plot point for Amadeus Cho, but it's ridiculous - you just don't measure people's intellect and rank them. It's a really Scientologist way of looking at the world.

There are clearly people whose achievements and inventions - and the diversity of their learning - make them much more intelligent than most, but there's really no benefit to ranking them other than dick-waving, which is usually the context in which it happens in-story anyway - so take any "canon" ranking with a pinch of salt.
