Maybe. You can certainly see it from Jasper's perspective, that Rose deliberately targeted Gems when they were at their lowest and were desperate.

From the other perspective, Rose was recruiting people that Homeworld considered defective and worthless, and giving them worth and telling them that they weren't worthless just because Homeworld said so.

However, I do think she definitely considered recruitment over compassion, at least to a point. It always struck me as odd that when baby Garnet meets up with Pearl and Rose again, and Garnet asks 'I don't upset you?' Rose looks away while she says 'Who cares about how I feel?' That's a rather strange animation choice to make if they weren't trying to imply that Rose did feel similar to the Blue Diamond upper crusts regarding Garnet's fusion. Aka, pig disgusting. So how much of her welcoming Garnet was compassion, and how much was her thinking about Garnet's recruitment potential?

Honestly the thing that makes it hard for me to pity Jasper is her treatment of the corrupted Gems. Even if she doesn't understand exactly what corruption is she knows those things used to be Jaspers but shows them no sympathy. I know what the sentence means, but it's the way that they animated her looking to the left, almost nervously, that makes me think she was deflecting her real thoughts on Garnet.

This episode really hammered home the fact that Jasper does not understand Fusion as anything other than a power-up and a struggle for dominance wherein one gem abuses the other for control over the whole. Her entire existence is predicated on misinterpretations. Out of all the gems we've seen thus far, Jasper is the one most firmly chained by the purpose she was designed for.

Felt bad man.

But now that her character arc has hit rock bottom, the only place left to go is up. Really looking forward to seeing where they take it, though unfortunately it will probably be awhile until Steven figures out how to reverse corruption.

Shame about most if the rest of it.

Im particularly not happy about how powerful fusion has been made i dont mind the raw power it grants but the way jasper sits there and takes it without auctualy fighting back makes it feel like shes jobing.

It was an interesting descision to end jaspers arc right after her coruption but i have no real opinion on that im just glad amethysts inferiority complex arc is over.

It should have been a stevidot fusion though have them rush in to save amethyst maybe even have her join in for a tri fusion so it did not feel like jasper was jobing so much.

Still jasper was great far better then alone at sea and the fact she could hear amethyst coming shows she at least has some battlefield skills.
