Barley comprehending what he's saying is kind of the point of the character. When you do pick up on what he's saying it's usually something very philosophical or very eye opening for certain characyers speaking to him

I actually understood him most of the time, because I grew up around people who sounded like that.
I'm welsh and had no issue understanding him.
