Speaking of Scooby-Doo in general, whenever they busted someone running around in a monster mask, did that person ever do anything illegal? All they did was put on a scary outfit and frightened people away for whatever reason, but was there anything that actually broke the law in those scenarios?

Yes, there was tons of people who broke the law. That's why they were chasing people off so they wouldn't find out.
Also there were tons of cases of attempted murder. Everyone just comically ducks in time or figures a way out.
