Thats more of a heat of the moment type thing because she was convinced Steven was Rose, and that Rose was lying and trying to imprison her again. In that moment she did not think she was attacking a child, so its acceptable. Temporary lapse in judgement, and the fact that she finally sees that Steven is not Rose upon getting poofed is proof that she did not intend to harm "Steven".

"I thought you were someone else" works literally all the time. Plus Steven did pose a threat because she thought Steven was Rose, and had justification with Steven carrying Rose's gem. Rose imprisoned her unjustly before, therefore defending herself against Rose makes sense. Its a bad situation, but its completely justified. Its similar to how Cops can get away with shooting children who have toy guns. Its a fucked up situation, but completely justified legally.

And those gems clearly attacked in the episodes before they were under Jaspers control, back when she was hunting them, so there is no reason to assume Jasper ordered an attack. Thats exactly how the law works. Steven, by holding a gem on his body, is equivalent to a person holding a gun in the real world. His being a child has nothing to do with it, because even children can be shot down for holding guns or replicas of guns. She was in this situation once before with Rose, and she believed Steven was Rose and had no reason not to considering gems can shapeshift.
