This is actually a pretty good point. The sample size of people that have been shot isn't really proportional to the chances of someone being a meta.

It's basically the Unbreakable conundrum. Because of how mundane our world is in comparison to other superhero universes, if there were someone with superpowers, there's a chance they would have just never noticed or realised it.
