It's probably not even gonna be that there were literally three Jokers all along. It probably has more to do with multiverse/timeline shit getting fucked up and having three copies of Joker in the same universe who represent different eras. Then when the heroes fix time or whatever for the 52nd time, Joker will be back to being just one guy.
